Trump Extends Proclamation 10014

On June 22, 2020, President Donald Trump signed a proclamation to continue Proclamation 10014, which was originally issued on April 22, 2020, to address the COVID-19 pandemic. Proclamation 10014 will immediately go into effect on June 24, 2020, and suspends entry into the U.S. of certain nonimmigrants. It will remain in effect until December 31, 2020, though it can be extended or modified within that period.

Proclamation 10014 suspends and limits the entry of any of people seeking the following nonimmigrant visas:

  • H-1B and H-2B Visas
  • J-Visas for people enrolled in intern, trainee, teacher, camp counselor, au pair, or summer work travel programs
  • L- Visas

Proclamation 10014 applies to the following people:

  • Individuals who are outside the U.S. when the proclamation goes into effect on June 24, 2020
  • Individuals who don’t have a nonimmigrant visa that is valid on the effective date of June 24, 2020
  • Individuals who don’t have an official travel document other than a visa that is valid on the effective date of June 24, 2020

Under section 2 of Proclamation 10014, the suspension and limitation on entry don’t apply to the following:

  • Lawful permanent residents of the United States
  • Individuals who are the spouse or child of a U.S. citizen, as defined in section 101(b)(1) of the INA (8 U.S.C. 1101(b)(1))
  • Individuals seeking to enter the country to provide temporary labor or services that are essential to the food supply chain in the U.S.
  • Individuals whose entry into the U.S would be in the national interest (determined by the Secretary of State, the Secretary of Homeland Security, or their respective designees)
